Instead, get out there with them and evaluate your workers on the job,
acting informally to encourage their progress. Meeting management staff of
other departments may also be involved in your job.
The
department you are managing at the moment may be a part of something bigger
and it is your task to incorporate your department's efforts to the bigger
picture.
